How Can a Credit Report Be Ran on a Child?

We got the strangest letter in the mail today. A credit card company sent our 12 year old son an invite to apply for a credit card. The strangest thing about it is that the letter states that our son is eligible for a card due to his immaculate credit report. I cannot even begin to imagine how they would be able to get any type of report on our son since he is still a child. This has to be some sort of mix-up or else someone is trying to obtain credit in my son’s name. Can credit card companies legally run a report on someone who is not considered an adult yet?
